[PATCH 2/2] winealsa: Check ValidBitsPerSample and support SND_PCM_FORMAT_S20_3LE.

Hi,

Now it's easy to add new formats.
My original goal was to check WAVE_FORMAT_EXTENSIBLE's  ValidBitsPerSample.
MSDN & blogs says that BitsPerSample MUST be a multiple of 8, and ValidBits may indicate the actual number of bits.
Let winmm be lenient and the modern mmdevapi be strict.
