winmm: Parse MCI colon notation as in T:MM:SS:F.

Hi,

this patch got rejected over a year ago because of the use of goto to parse the
colonised notation. I now rewrote it and discovered the :1: syntax since then.

That'll be useful in 1.4 should people will report MCI issues.
