[PATCH 4/9] hhctrl.ocx: Convert HH_WINTYPEA to HH_WINTYPEW for HH_SET_WIN_TYPE (try 2).

Due to the way HtmlHelpA is forwarded to HtmlHelpW it is necessary to
convert the HH_WINTYPEA structure to an HH_WINTYPEW structure prior to
implementing HH_SET_WIN_TYPE.  This patch implements that conversion
so that applications that call HtmlHelpA do not crash once
HH_SET_WIN_TYPE is implemented.  In this version the patch has been
rebased so that wintype_free() can be used by part 5.
