[msvcr100] Add wmemmove_s (try 2)

Changes since first try:
- put in right dll
- raise error on invalid parameters
- don't zero output buffer on invalid parameters
- base test on Stefan's strcpy_s test
- leave wmemcpy_s for later patch

Passes winetestbot.
