[PATCH 3/3] hhctrl.ocx: Add support for the CHM code page (try 4, resend 2).

This patch gives HTML Help the ability to convert Unicode characters
into the appropriate local code page.  With this feature the HTML
characters from part 1 of this series show up with the appropriate
symbols corresponding to the localization specified within the CHM
file.  This patch, along with the previous patches in this series, is
intended to fix Bug #27767 (htmlhelp not showing diacritic characters
from html encoded entity).  This version of the patch is rebased
against a revised patch 1.
