[2/3] user32/tests: Comment-out part of WM_TIMER test failing on WIN7X64

Commenting-out PostQuitMessage revealed some strange behaviour of WM_TIMER test.
After run on the Wine Bot I have found that every Windows machine succeeds except for Win7x64.
That test situation is pretty strange.
It checks whether WM_TIMER message become handled quicker than dialog box become visible.
On Win7x64 it seems not to be true.
I think it's better to comment-out that line too. It's not too useful anyway.
