[2/2]kernel32/test: added test for OutputDebugStringA called with NULL pointer

This patch proves the correctness of the previous patch at least on Win7 and 
Vista. Sadly it does not work on winXP/win2k3 where it exhibits a timeout of 
the test 
program. So fare i did not manage to get the testcase working on winXP/win2k3. 
Therefore i do not expect this patch to be commited, But i hope this patch 
will help to get my previous patch in.
