[PATCH 1/1] hhctrl.ocx: Store all the parameters the first time the WinType is filled in.

Some HTML Help files do not set the appropriate fsValidMembers flags
corresponding to the data stored in the HH_WINTYPE structure, which
results in a regression displaying some help files (Bug #31823) due to
the new way we load in the structure.  To fix this issue the attached
patch forces all of the parameters to be filled in the first time the
WinType structure is loaded, allowing these buggy files to be
displayed properly.
