user32: Only call set_window_pos if needed.

Skips the call to set_window_pos if the position isn't changing by 
checking offset values first.

Basically, an updated version of what Adam Martinson's patch did, which 
was submitted in January; http://bugs.winehq.org/attachment.cgi?id=38599

Fixes bug 26924, League of Legends launcher locking up
