[PATCH 2/2]vbscript: Implemented builtin function CBool(try 3)

Thanks for Jacek's suggestion.

Compared to try 1,this patch reimplements the Cbool to correct the
wrong return type in try 1,  and revises the test cases.

Compared to try 2, this patch just refine the code.
