comctl32: Properly handle repainting for HDF_OWNERDRAW items

Fix for http://bugs.winehq.org/show_bug.cgi?id=18744

I tested this with mp3tag application from this bug, and also with small 
test application,
that basically just fills rectangle on WM_DRAWITEM with solid brush 
(that's a part of what mp3tag does).
