[2/3] gdi32: Fix the B spacing value of empty glyph.

- Separated from BBox update patch.
- Add GetCharABCWidthsW/GetCharABCWidthsFloatW tests.
- Use lpgm->gmBlackBoxX value to avoid recalculation.
