setupapi: create CM_Get_DevNode_Registry_Property wrapper around CM_Get_DevNode_Registry_Property_Ex

Steam was crashing for me on startup, calling the unimplemented 
setupapi.CM_Get_DevNode_Registry_Property. The Ex function is still 
marked FIXME, but this patch fixes the crash.
