[1/5] wine.inf: Add dynamic DST information for America/Sao_Paulo.

The following patches are generated based on the timezone information on Linux.
When there are multiple ways to express the default DST rule, I always picked the one which results
in the smallest amount of exceptions (= Dynamic DST entries) during the next years until 2099.
