kernel32: Fix write_raw_resources to support 64&32 PE formats

This patch adds support for kernel32!*UpdateResource to function
properly based on the PE file format being updated.
A simple test for this would be using the mt.exe (Manifest Tool) and
trying to embed a manifest resource to a 64bit dll, from a 32bit wine
(or vice-versa 64bit wine updating a 32bit dll)
