setupapi: Implement SetupOpenLog(), SetupLogErrorA(), SetupLogErrorW(), SetupCloseLog() (try 6)

Dear all,

Please find attached my latest iteration on the patch which addresses
the comments made by Nikolay. Along with an issue in testing (reported
on IRC), everything is moved to A API.
