Not quite.

The 'normal' WINE implements large parts of DirectX, including 2d graphics,
sound and input support. Parts of it have been enhanced by TransGaming, but
the core support was already present before TG happened.

3d support, as found in Direct3D, has been enhanced greatly by TransGaming
in their WineX project.
