_That_ problem is not wine at all, that is rpm-3.0.3 or earlier trying
to tell you it is not competent to install new rpm packages.

There is an rpm-3.0.5 available at http://www.rpm.org that is in the old
format that rpm-3.0.3 can handle, and is capable to handle the new
rpm's.  You will also need the popt rpm from the same site.

You can get the wine source here (you will need the entire GNU
toolchain and -devel versions of glibc, ncurses, xpm, and XFree86):
