New process windows have scrollbars

Any idea where to start looking?

Our app uses WinExec to start new processes.  They appear in their own
windows.  Under windows they are exactly the right size.  Under Wine they
appear to be the correct size but appear with the scrollbars, which hide
the bottom and right of the window.  Furthermore when one uses the
scrollbars one is able to get above and below the actual window area.

Any idea where the code is that decides whether to add scrollbars or not?
