It is in the debugger subdirectory - in the source
release from winehq. Again, I know nothing about
the Codeweavers binary release. Either there is
a problem with your config vs the Codeweavers
release, or you did not follow Codeweavers's 
installation instructions.

Wine is an alpha project and using binary
releases is often not a good idea (not that the
binary compiled on your system is very
reliable, but it's usually better tuned)
