No, I don't think so.
I rather think that if he spent some 40 seconds or so and actually
examined *all* settings in the wine config file about relevance at least
a *bit*, then he would immediately find the problem (most probably
system directory config wrong, not using system32 as used by FAT partition).
A typical case of RTFM, I think.
