No.
Huw explained on wine-devel that the Wine winhlp is
only able to read Win16 help files.
(Btw, I don't think it is a good idea to distribute any
Ms software with a Winelib app...)

The only commercial app I know using Wine was
replacing hlp files with html ones (there are tools
to this kind of conversion I believe) and used
Netscape to display them (IIRC)
