Can't load native dll

I'm angry that I can't get something so simple to
work.

This means "No", right? I have to change environment
variables to make it look in the current directory. 
Is it supposed to work in this way or it is a bug?

I think I have to test it locally only and don't 
submit the tests.

"GLE" is the "last error" variable?
