You didn't say where you got Wine or which package, so I don't know
where things are.  By convention, <wine> is the root of the Wine source
tree (where you put the source when you extracted it from the tar file).
If you follow the instructions in ANNOUNCE and README, it will install
regedit in /usr/local/bin; if that is in your command path, you can just
call it regedit; if not, /usr/local/bin/regedit will do.

Here is <wine>/ANNOUNCE to help get you started:

This is release 20020804 of Wine, a free implementation of Windows on
Unix.  This is still a developers only release.  There are many bugs
and unimplemented features.  Most applications still do not work
correctly.

Patches should be submitted to "wine-patches at winehq.com".  Please don't
forget to include a ChangeLog entry.

WHAT'S NEW with Wine-20020804: (see ChangeLog for details)
	- Beginnings of an IDL compiler.
	- Several new winedbg features.
	- More OLE and shell improvements.
	- NAS and AudioIO sound drivers.
	- Still more Sparc portability fixes.
