wininet.dll

I have not installed windows but I made the dir /c windows \windowssystem
etc I have wininet.dll in system . It finds it but I get access violation
.
I tried by moving that file and put in the conf file "wininet"
="builtin"
But that doesn't work I get a popopup saying to dload ie or put the dll
into system dir . I tried wine --dll wininet,wininet=b and n and --dll
wininet=b and n again none work ?? what can I do here ( the program will
load with the dll in windows\system but that vilolation is for ftp etc
and I have to hold the enter to say ok lots and lots for it to load but
when I try to use the browser part of the program I get the access
violation .
