Windows 3.0 apps can't find their files

Does Ceaser 3 have copy protection?  If so you may need a 
nocd fix so you can run without the CD.  However, if 
Ceaser3 wants stuff such as scenery, files, music, etc. 
from the CD you're going to need it anyway.
