There was no formal plan to implement services that I'm aware of. 
Personally, I have a plan for adapting Wine for system wide 
installation, which will require (or, at least, benefit from) services 
as a by the way. As of now there are a few conceptual questions that 
need answers before services can be implemented. Some of these are:

   1. When should services be started?
   2. When should services be stopped?
   3. Installed services affect what users (in multi user installation)?
   4. What user do installed services run as?

Answering some of these questions require work on the wineserver (some 
people are already working on similar technologies, BTW).

I think the first step should defenitely be to subscribe to wine-devel 
and give a "hello" message stating what you want to do.
