Can't start Internet Explorer...

Here's a follow-up.  I was able to get rid of the following errors by
changing shlwapi in the config file from "builtin, native" to "native,
builtin".  

Now, this is what I'm getting when I attempt to run IE...and I think
this is IE 4 if that makes a difference...
