If I am using a program written in VB

If I am using a program written in VB, that call (or they open) Windows DLLs, then I am using DLLs pirate. If I use one program that needs parts of another "Windows", then is seeming that I will have that to pay for the Windows for having that to use its DLLs... How is justified this?
