InstallShield vs Wine 20030911

Trying to get InstallShield to work for Otter32 (Tax Reporting software) 
on Debian Woody (Stable) with wine installed from cvs wine 
--version=20030911.

errors below:

I have copied over stdole.tlb and stdole32.tlb into c: /windows/system 
and the installer throws error 0x9002008 and exits cleanly.
Any ideas?
