Do you mean openssl? If not, it might be worth trying with openssl and 
openssl-devel (or whatever the appropriate RPMs are called) installed. IIRC, 
modssl (or mod_ssl) is a plugin for the Apache http daemon to enable it to 
accept SSL connections.
