Usually you can't download single dlls from microsoft, only some packages.
Some other often needed dlls are not redistributable. If you can find them
on the internet it's illegal and therefore not acceptable for wine. There was
already a discussion about having links on the winehq page to download
such dlls. But it was dismissed for the above mentioned reason.
