Could not load 'CARDS.DLL' required by 'FREECELL', error=21

All,

WIne versions 408 and 505 fails with the same error:

Could not load 'CARDS.DLL' required by 'FREECELL', error=21

This used to work; the file cards.dll is in the directory correct 
directory. All other apps tested appear to run fine.

Is this a local config issue or is it a wine error?
