I'm not sure about your exact problem, but there are three open bugs
against WINE for MDAC:

Your symptoms show up in 3178 and 3660 (maybe they're dups).
Work is being done on 3660, so there's hope.
Bug 3178 suggested trying this as a workaround:
WINEDLLOVERRIDES=odbccp32=n ./MDAC_TYP.EXE
Does it help (assuming you have native odbccp32.dll installed)?
