An interesting development:

Running it from the home directory didn't help, but
running it, letting it fail, then running it again
works (regardless of location).  The installer
finishes ok, and places all the files in Program
Files/Internet Explorer.

However this still doesn't allow the running of
Internet Explorer.  When you iexplore.exe, it still
uses the built in iexplore, which depends on the
Mozilla control being present.

The inseng.dll method seems to be the solution for
getting the setup working, but is still not a solution
for getting Internet Explorer working (unlike the
method I posted, which works completely).
