[Wine] Messenger Live on Wine 0.9.16 don't work

After review some similar cases with other programs, it appears
this problem could be resolved installing Windows Installer,
but I cannot make it work the Windows Installer Redistributable form
Microsoft. It said that cannot continue because cannot decompress the files.
