On the newsgroup comp.emulators.ms-windows.wine someone posted
a solution at <news:1163887851.584048.156400 at h48g2000cwc.googlegroups.com>:

> Do 'touch ~/.wine/drive_c/windows/system32/setupapi.dll'

This fixed the issue for me.
