I just installed Pmail v 4.41 under Wine v 0.9.19.
It looks fine and specifically, the Internet Options under Tools is *not*
greyed out.

I have installed other versions of Pmail under other Wine releases and they
usually worked A-OK each time.

The Internet Options is server stuff.
