Hello!

You wrote you installed IE and some more apps. Could you create an empty .wine directory in your home directory (just delete or rename .wine) and install FrontPage again to see, whether this error still exists?

If it does you might want to file a bug at bugs.winehq.org -- I don't know much about it, but it seems to be a msi problem.
