I don't know what you think "a clean wine folder" is, but you don't have one. The log you posted shows Wine still trying to load Starforce drivers, and according to http://www.daemon-tools.cc/dtcc/gamedb.php?letter=T Tropico uses Safedisc, not Starforce. 

A clean wineprefix is a brand new one with no overrides and no programs installed other than the one you are testing.
