Go to your /home/user/ directory. Show hidden files and delete the whole .wine folder.
Or just do that:

sudo rm -rvf ~/.wine

> cd ~
> wget http://www.kegel.com/wine/winetricks
> sh winetricks riched20


And than try reinstalling Topix. You should have now no permission conflicts and a clean wine directory with working riched20.
