[Wine] Sim City 4 won't start

try: wine "C:\\Program Files\\Maxis\\SimCity 4 Deluxe\\Apps\\SimCity 4.exe"

or alternatively, run: winefile. That will start an explorer-like
program. You can then select the "c:" button at the top, then navigate
to the Sim city directory. Double-clicking on the application will run
it.
