Nor have I, since this is quite different from my setup (Fedora 10) - I
don't have either file and it doesn't use the same way of identifying
device files.

If your system has an /etc/rc.d/rc.local file I'd suggest you put the
suggested 'chmod' command there. rc.local is a script that's executed
toward the end of the boot sequence.
