In the terminal, set the environment variable LANG to the desired language code; that will affect any wine jobs started in that window. Or see e.g. http://blog.radevic.com/2008/12/how-to-change-default-locale-ubuntu.html for how to set it systemwide. You might also be having a font problem, but get LANG sorted first.
