Once I managed to make an install that worked all the way, but it happened to be a "Wine 98" which isn't supported by the pages I need to view. I also tried to install from Synaptic and from some blogs as well as from some Ubuntu Wiki.

Is there a particular reason you need IE7? If not Firefox on Linux is your best alternative. Firefox can be installed in Wine if you follow the directions in the Applications Database.
