I try it from time to time. Looks like grants.gov is moving away from that format and towards pdf. Which version do you use? http://appdb.winehq.org/objectManager.php?sClass=application&iId=2073 has some info. Wine-1.1.12 has a bug that keeps it from installing here, btw.
