So, a lot of your errors go away if you do
  sh winetricks mfc40 mdac28 jet40
before installing.  However, it looks like the app
uses DCOM, which Wine does not yet implement,
so you're probably out of luck.
(And sadly, DCOM98 doesn't help here, the app crashes.)
