First I did:

Out of those, I decided to modify ./usr/local/share/wine/wine.inf.  I added:

11,,DNSAPI.dll



to the [FakeDllsSection] of the file.  I ran wineboot, then wine "C:\Program Files\CCP\EVE\eve.exe.  I received the same error.
