You certainly should understand the security implications of what you're
trying to do before attempting it. As an ISP employee you shouldn't need
me to point that out.

You or a colleague could always write one fairly quickly: the source
code for ping, traceroute and whatis is all freely available or you can
call the utilities from a script, capture and store their output. Only
you know if the graphical abilities of ping logger are needed. There are
plenty of analysis tools and databases available for Linux and, if you
need graphical output, there's always gnuplot.
