Serivces doesn't run nicely on Wine, they only run while an application is open.

You should be using the Linux version of Xammp or A seperate Apache /
MySQL / PHP / FTP server from your package manager. (Most of these
applications are primarily devoloped / tested under Linux, and they
should genrally run better than the Windows versions)
